Nothing is wrong with your passport, your medical test or your contract. The problem sits with the employer’s file at the Ministry of Human Resources and Emiratisation (MOHRE). What now?
This guide is for employees, HR teams and PRO contacts in UAE private-sector companies. It explains what a blocked or suspended establishment file means, the official reasons it happens, what stops and what continues, what it means for your salary and your rights, and the steps an employer follows to clear it. Quick Answer
What is a blocked company file at MOHRE? It means MOHRE has restricted the employer’s establishment file, so some or all services for that company cannot be processed, most often new work permits. The reasons named officially include unpaid fines under the Cabinet fines resolution, inadequate labour accommodation, human trafficking allegations and misuse of MOHRE’s electronic systems. Other blocks come from an expired trade licence, an expired establishment card, wage-payment problems or an exhausted quota. The employer must fix the cause. The employee cannot unblock the file, but can protect their position by keeping documents and using MOHRE’s complaint route if wages are late.
What “Blocked” and “Suspended” Mean
People use several words for the same experience: blocked file, suspended file, stopped file, frozen file. They are not always the same thing.
- Administrative suspension is a formal MOHRE action under Ministerial Resolution No. 543 of 2022. MOHRE announced it on 25 November 2022.
- A block caused by an expired document is not a punishment. The system simply cannot process work for a company whose trade licence or establishment card has lapsed.
- A quota block means the company has reached the number of employees it is allowed to sponsor.
The effect for you looks similar: a transaction fails. The fix is different for each cause, so the first job is to find out which one applies.
Official Reasons MOHRE Can Suspend a Company File
According to MOHRE’s announcement of Ministerial Resolution No. 543 of 2022, four violations can lead to suspension of new work permits.
| Violation | What MOHRE says |
|---|---|
| Fines | Violations listed in Cabinet Resolution No. 21 of 2020 on service fees and administrative fines. The file stays suspended until the fines are paid. |
| Labour accommodation | Failure to provide suitable accommodation under Ministerial Resolution No. 44 of 2022. The file stays suspended until the accommodation is provided. |
| Human trafficking allegations | The company is suspended until it is proven innocent. If convicted, the suspension continues for two years after the final ruling. |
| Misuse of electronic systems | Abusing the electronic powers given to access MOHRE’s systems. The file is suspended for six months from the date the violation is proven. |
The same resolution also allows suspension of companies proven to have violated provisions of Federal Decree-Law No. 33 of 2021 on labour relations, under measures the Ministry sets. The full text is available through the UAE Government portal.
Other Common Causes of a Stopped File
These are common in practice. Some are official rules, others are practical effects, so confirm your own case with MOHRE.
- Expired trade licence. An expired licence blocks establishment card renewal and stops visa processing. See our guide on trade licence renewal.
- Expired establishment card. New work permit applications and contract registrations can fail until the card is renewed. See establishment card and visa quota.
- Wage payment problems. Late or unpaid wages under the Wage Protection System can lead to restrictions. The exact number of days before action starts differs between sources, so verify with MOHRE.
- Exhausted quota. If the company is at its limit, new visas are not processed.
- Unanswered notices. A complaint or notice sent to an old email address can lead to a block because nobody replied. Keep the contact details on the file current.
- Company category. The company’s category can affect fees and conditions. See MOHRE company classification.
What Stops and What Employees Can Still Do
What is stopped depends on the cause and on what MOHRE applied to the file. The most common effect is on new work permits. In some cases, renewals and transfers are also affected. Verify the exact scope of the restriction with MOHRE for your employer’s file.
| Situation | Usually affected | Usually still possible |
|---|---|---|
| New hire | New work permit and visa | Existing employees keep working under valid permits |
| Renewal | May fail while the cause remains | Check the permit expiry date early |
| Transfer to this employer | New permit may be refused | Existing staff are not automatically cancelled |
| Cancellation of a permit | Often still possible | Employees can still leave under the usual rules |
A blocked file does not by itself cancel your visa or contract. If your permit and residence are valid, you can continue to work and receive pay. The risk comes when your permit expires while the file is still blocked.
Salary and Your Rights During a Block
A block on the file does not suspend your right to be paid.
- Salary is still due. Your employer must pay the wage in your contract. Under the Wage Protection System, pay is recorded through approved channels.
- Deductions have limits. If pay is cut, see our guide on salary deductions and the 50% cap.
- Complaints. If wages are late or unpaid, you can complain to MOHRE through its official channels or by calling 600590000. See the MOHRE labour complaint guide.
- Transfer. Under UAE rules, an employee may in some cases move to a new employer without the current employer’s consent, for example where wages are unpaid, subject to MOHRE conditions. Check the employment visa and sponsor transfer guide and verify with MOHRE before you act.
- Do not leave without checking. Leaving work without following the process can lead to an absconding report. See absconding report: check and remove and labour ban causes and removal.
How the Employer Clears the Block: Typical Sequence
The employer or its PRO normally follows these steps. The order depends on the cause.
- Identify the cause. Check the MOHRE portal or app, or call 600590000, to see the reason and any amount due.
- Check licence and card. Confirm the trade licence and establishment card are valid. Renew them if not.
- Pay fines. If the cause is unpaid fines under Cabinet Resolution No. 21 of 2020, pay the amounts shown by MOHRE.
- Fix wage compliance. Pay outstanding wages through WPS and keep records.
- Fix accommodation or other violations. Where the cause is labour accommodation, provide suitable accommodation as the regulations require and request inspection or review.
- Update contact details. Make sure MOHRE has a current email and phone number.
- Request lifting of the restriction. Ask MOHRE to review and lift the block through its official service or a Tasheel/Tawjeeh service centre.
- Confirm. Check that new permit and renewal transactions now go through.
Some causes cannot be cleared by payment. A fixed suspension period, such as the six months for misuse of electronic systems, must run its course. Cases linked to human trafficking depend on the legal outcome.
What Employees Should Check and Document
You cannot unblock the file, but you can protect yourself.
- Permit expiry date. Note it and ask HR early if renewal is at risk.
- Contract and offer letter. Keep copies of the signed contract and the MOHRE-registered contract.
- Payslips and bank statements. Keep records that show wages paid and dates.
- Messages. Save emails or chats with HR about the block and the promised timeline.
- Written reason. Ask HR for the cause of the block in writing.
- Do not pay to fix it yourself. The employer is responsible for company fines.
A Simple Example: Renewal Fails Two Weeks Before Expiry
This is a general example, not a real case. An employee’s work permit expires in 14 days. HR starts the renewal and the system refuses it because the company file is restricted. What should each side do?
- HR finds the cause the same day. The PRO checks the MOHRE record and the trade licence and establishment card dates.
- The cause is shared with the employee. The employee should know whether the issue is a payment, a document or a longer suspension.
- The employer fixes what it can. An expired card is renewed, and a fine is paid. These can often be cleared faster than a fixed suspension.
- The employee keeps the dates in view. If the permit may expire before the block is lifted, ask HR in writing what the plan is and who is responsible.
- Escalate if wages are affected. If salary is also late, the employee can file a complaint with MOHRE.
The key point is time. A block found two months before expiry is a delay. The same block found two days before expiry is a crisis. Early checks matter for both sides.
Questions to Ask HR or the PRO
- What is the exact reason shown for the block?
- Is it a payment, a document or a suspension period?
- Which services are stopped: new permits, renewals, transfers or all of them?
- What has already been paid or submitted?
- When does the employer expect the block to be lifted?
- What happens to my permit if the date passes first?
Written answers help if you later need to show MOHRE what happened.
Tips for HR and PRO Teams
- Set reminders for licence and card expiry at least 60 days ahead.
- Keep a record of every MOHRE fine and pay it before it grows.
- Run WPS salary files on time, every month.
- Review quota before planning hires.
- Keep the file’s email address and phone number up to date.
- Brief employees early if a renewal may be delayed.
Frequently Asked Questions
What does a blocked company file at MOHRE mean?
It means MOHRE has restricted the employer’s establishment file, so some services, most often new work permits, cannot be processed until the cause is fixed.
What can cause a company file to be suspended?
MOHRE names four violations under Ministerial Resolution No. 543 of 2022: unpaid fines, inadequate labour accommodation, human trafficking allegations and misuse of electronic systems. An expired licence or card and wage problems can also stop transactions.
Can I still work if my employer’s file is blocked?
If your work permit and residence are valid, a block does not by itself end your employment. Problems arise if your permit expires before the block is cleared.
Will I still get my salary?
Yes. Your employer must still pay the wage in your contract. If pay is late, you can complain to MOHRE.
How do I complain to MOHRE?
Use MOHRE’s official channels or call 600590000. See our MOHRE labour complaint guide.
Can I transfer to another employer if my company’s file is blocked?
In some cases an employee can transfer without the current employer’s consent, such as where wages are unpaid, under MOHRE conditions. Verify your case with MOHRE first.
Can I unblock the company file myself?
No. The employer or its authorised representative must clear the cause.
How long does a block last?
It depends on the cause. A block from an expired document or unpaid fine ends when the cause is fixed. Fixed suspension periods, such as six months for misuse of electronic systems, must run their course.
How can I check if a file is blocked?
The employer can check through MOHRE’s portal or app or by calling 600590000. Employees should ask HR for the written reason.
Does a blocked file lead to an absconding report or a labour ban?
Not by itself. Risk comes if an employee stops working or leaves without following the process. Read the guides on absconding reports and labour bans.
