What is the Blue Residency?

An immigration briefing from Fragomen reports that ICP began accepting applications on 13 April 2026. It is described as a long-term, self-sponsored residency valid for up to 10 years.
“Self-sponsored” means you do not need an employer or a family member in the UAE to hold your visa. That does not by itself mean you may work in any job you like. Work rights are a point where public guides disagree, so confirm them with ICP before you plan around them.
Who qualifies?
Direct answer: The visa is meant for foreign nationals with exceptional environmental contributions, whether inside or outside the UAE. Public descriptions group the target profiles as:

Direct application or nomination
Direct answer: There are two routes.
- Direct application: you submit your file through the ICP electronic portal.

Which authority is competent to nominate for the Blue Residency is something ICP or the Ministry of Climate Change and Environment (MOCCAE) must confirm. Do not rely on an agent’s claim without asking for the official name in writing.
Validity and renewal
The visa is described as valid for up to 10 years. Whether and how it renews, and any conditions for staying valid such as time spent in the UAE, must be confirmed with ICP. Public guides say a Blue Residency holder can sponsor a spouse and children, and some also say parents. Documents to prepare
ICP publishes its own list, which can change. The list below is the usual shape of a long-term residence file, not an official checklist:
- Passport, valid, with a recent photograph.
- Evidence of the environmental contribution: reports, publications, award certificates, project records, letters from recognised organisations.
- Proof of your role in each project: employer or NGO letters, contracts, public records.
- CV focused on environmental work.
- Nomination letter, if you are nominated.

Certificates issued abroad may need attestation or translation. Ask ICP which documents need it before you pay for any.

- Check the profile. Compare your record with the profiles above and decide whether you are applying directly or being nominated.
- Build the evidence file. Arrange documents by project, with dates, your role and the measured result.
- Open the ICP service. Use the official ICP smart services portal and the Blue Residency service page. Be careful with copycat sites.
- Submit and track. Keep the reference number. Reply to any request for more information quickly.
- Receive the decision. If approved, follow ICP’s instructions for entry permit, medical fitness and Emirates ID.
- Enter the UAE and complete formalities if you are applying from outside the country.
- Sponsor family after your own status is complete, if the rules allow.
Fees

Common reasons a file can fail
These are practical risks, not official rejection codes:
- Evidence is thin. A general statement of interest does not show an exceptional contribution.
- No independent proof. Self-written claims without third-party confirmation are weak.
- Contribution is not environmental. General charity or business success does not count unless it clearly protects the environment.
- Documents do not match. Names, dates or roles differ between papers.
- Wrong channel. Using a site that is not the official ICP service.
- Missing nomination where the case needs one.
How to build a strong evidence file
Direct answer: Build the file around proof that someone other than you can confirm. ICP judges whether a contribution is exceptional, so the file should let a reviewer see the scale, the dates and the result without having to trust your own description.
- Start with a one-page summary. State who you are, the environmental field, the three strongest contributions and where the proof for each sits in the file.
- Put numbers next to every claim. Area restored, species protected, emissions reduced, people reached, funding raised. Only use figures you can back with a document.
- Use independent confirmation. Letters from institutions, public reports, press coverage from reliable outlets, citations of your research, or award announcements carry more weight than your own statements.
- Show your exact role. Say whether you led, co-led or supported each project. Reviewers read vague group credit as weak evidence.
- Keep names and dates consistent. The name on your passport, certificates, letters and CV should match. Explain any difference in a short note.
- Match the file to the profile. A researcher leads with publications and impact. An NGO leader leads with programme results. An award winner leads with the award and the work behind it.
Planning your timeline
The programme is new, so processing times and the way ICP handles files may change. We do not quote a processing time because we could not confirm an official one. Plan as follows:
- Gather and check documents before you open the application, so you can answer any request quickly.
- Do not book flights, end a lease or resign from a job until you hold the approval in writing.

Three realistic scenarios
A marine biologist with published coral restoration research. The file leads with peer-reviewed papers, restoration area data and letters from partner institutions. A direct application is reasonable, and a nomination from a UAE body that worked with the researcher would add weight.
The founder of a clean-technology company. The file needs proof of environmental impact, not only business results: independent measurements, certifications, and customer or regulator confirmations. If the company is based in a free zone, the visa question and the company licence question are separate, so treat them as two projects.
A volunteer with a few years of beach clean-ups. This profile is likely too thin for an “exceptional contribution” test unless it is backed by scale, leadership and independent recognition. Look at other visa routes such as the Green Visa or an employment visa, or build a stronger record first.

Is it worth applying?
If you have a strong, documented environmental record and want a long stay without an employer sponsor, the Blue Residency may be a good fit.
