Tawtheeq Abu Dhabi Tenancy Contract 2026: How to Get It, Documents Required and Where It Is Needed for Visa and Emirates ID

Tawtheeq is Abu Dhabi’s tenancy registration system. See who registers, the TAMM steps, documents, the official AED 50 fee and where you need it for visas and Emirates ID.

If you rent a home in Abu Dhabi, your lease is only fully usable once it is registered in Tawtheeq. Tawtheeq is Abu Dhabi’s register of tenancy contracts, the Abu Dhabi equivalent of Ejari in Dubai. Without a registered contract you can face delays when connecting water and electricity, and when a visa or Emirates ID step asks for proof of where you live.

This guide explains in plain language who must register, how registration works on the TAMM platform, what documents are asked for, the official fees, and where the registered contract is needed. We use official Abu Dhabi Government and UAE Government pages. Where those pages do not say something clearly, such as which body runs the system, we say so and tell you what to check. If the tenant is a company, Qaspro Global explains the free zone route in its Shams (Sharjah Media City) free zone guide.

Quick Answer: What Is Tawtheeq in Abu Dhabi?

Tawtheeq is the Abu Dhabi system for registering tenancy contracts, and the landlord is responsible for registering the lease. The UAE Government portal states that landlords have to register the lease contract in the Tawtheeq system. Once it is registered, a municipality fee is charged to the tenant, and the registered contract is what utility providers and other authorities rely on as proof of tenancy.

Tawtheeq vs Ejari: The Difference

Tawtheeq and Ejari do the same job in different emirates. Do not mix them up.

If you live in Dubai, an Ejari certificate is what you need, not Tawtheeq. If you live in Abu Dhabi, Ejari does not apply.

Who Runs Tawtheeq? A Point to Check

The TAMM service pages for lease registration name the Department of Municipalities and Transport as the responsible entity. Some property websites say the Abu Dhabi Real Estate Centre (ADREC) now administers it. Because Abu Dhabi has reorganised its property bodies over time, we do not state which entity operates it today. For you this makes little difference: the registration is done through TAMM, so start there and follow the entity name TAMM shows on the service page.

Who Must Register and Who Pays

  • Landlord: registers the lease in Tawtheeq. For building owners and companies, TAMM also has an “Enrol and Register Units for Lease” service, which enrols the units so that lease contracts can be issued.
  • Tenant: needs the registration number or certificate, and pays the municipality fee that follows registration.
  • Agent or typing centre: many landlords use an authorised office, but responsibility remains with the landlord.

If your landlord says they will register it “later”, ask for a date. Many problems later in the visa and Emirates ID process begin with a lease that was signed but never registered.

Step-by-Step: How Registration Works on TAMM

The TAMM service for registering a new lease contract works in this order:

  1. Log in with UAE PASS or another channel available on TAMM.
  2. Open the lease registration service under Housing and Properties.
  3. Enter the property and lease details and submit the application.
  4. Upload the required documents.
  5. Pay the fees.
  6. Receive the registered contract and keep the contract number.

TAMM lists the processing time for this service as 1 day. Your own timing depends on how complete the documents are.

If the rent, tenant details or the occupants change during the lease, the contract has to be amended through the amendment service, not left as it was.

Documents Required

TAMM’s service page lists Municipality Permits, a passport and an official letter as the required documents. Property guides add commonly requested items, and the exact list depends on the property and the party applying. Prepare these:

Document Who provides it
Signed tenancy contract Landlord and tenant
Title deed of the property Landlord
Landlord’s Emirates ID or passport copy Landlord
Tenant’s Emirates ID, passport and residence visa copy Tenant
Municipality permits or building approvals Landlord / building owner
Trade licence and authorisation letter If the tenant is a company
Power of attorney If someone represents the landlord or tenant

Always follow the checklist shown on TAMM when you start the application, because it can change.

Official Fees

Fee Amount Source
Registering a new lease contract AED 50 TAMM service page
Lease longer than four years Additional 1% fee TAMM service page
Lease contract renewal AED 50 TAMM service page
Enrolling a building for lease AED 900 plus AED 5 per unit TAMM service page
Enrolling a villa AED 900 plus AED 5 per villa on the plot TAMM service page
Municipality fee after registration 5% of the rental value or the rental index, whichever is higher UAE Government portal

The 5% municipality fee is not a Tawtheeq fee. The UAE Government portal says it is added to the tenant’s monthly water and electricity bill across 12 months. Confirm all amounts on TAMM before paying, as fees can be updated.

Where You Need a Registered Tenancy Contract

Utility connection

The UAE Government portal and TAMM both state that registering the lease is compulsory to connect utility services in Abu Dhabi. If you are in Dubai instead, see our DEWA connection guide.

Emirates ID address and details

When your address or personal details change, you may be asked to show proof of where you live. In Abu Dhabi that proof is normally the registered tenancy contract. See our guide to updating your Emirates ID information for the general process.

Family and dependent visas

When a resident sponsors a spouse, children or parents, the authorities want to see that the family has suitable accommodation. A registered tenancy contract in the sponsor’s name is the usual proof. Read our guides on family visa sponsorship, dependent visa sponsorship and parents visa sponsorship.

Domestic worker visa

Sponsoring a domestic worker is also tied to the sponsor’s residence. See our domestic worker visa guide for the general rules, and confirm the Abu Dhabi requirements with the relevant authority.

Requirements vary by transaction and can change. Always check what the specific service page asks for before you submit.

Common Problems and How to Avoid Them

  1. The lease was signed but never registered. Ask the landlord for the registration confirmation before you pay the full deposit.
  2. Name mismatch. The tenant name on the contract must match the Emirates ID or passport.
  3. Contract format. Contracts that depart heavily from the standard format can be rejected. Use the standard form from your agent or typing centre.
  4. Contract changed but not amended. Rent or occupant changes during the lease need an amendment.
  5. Expired contract. Renew the registration when the lease is renewed, for the AED 50 renewal fee listed on TAMM.
  6. Wrong emirate. Do not use an Ejari certificate in Abu Dhabi, or the reverse.

Tenant Checklist Before You Pay the Deposit

Most Tawtheeq problems can be avoided before the lease starts. Go through this list with the landlord or agent:

  1. Ask for the landlord’s title deed copy and check that the name matches the person signing the lease.
  2. Ask whether the unit is enrolled for lease. TAMM has a separate enrolment service for buildings and villas, and a lease cannot be issued for a unit that has not been set up.
  3. Agree who registers the contract and by when. Write the date in the lease or in a message. The responsible party under the UAE Government portal is the landlord.
  4. Check the contract details before registration: names, unit number, rent, start and end dates, and the number of occupants.
  5. Keep a copy of the registration confirmation and the contract number. You will need it for utilities and for visa or Emirates ID steps.
  6. Plan for the municipality fee. It arrives later through your water and electricity bill, so it should not surprise you.

A Simple Example

Suppose a resident in Abu Dhabi signs a one-year lease and wants to bring their spouse and child to the UAE. The family visa step asks for proof of accommodation. If the landlord has registered the lease on TAMM, the resident can use the registered contract. If the landlord has not, the resident has to go back to the landlord first, and the visa application waits. The same applies when the resident later changes the address on an Emirates ID: the registered tenancy contract is the document that connects the person to the address. This is why registration is worth confirming on day one, not at the moment a visa application is blocked.

Renewal, Changes and Moving Out

  • Renewal: TAMM has a separate lease contract renewal service, listed at AED 50. Renew the registration when the lease itself is renewed, so the registered record and your actual lease dates stay the same.
  • Changes during the lease: if the rent, tenant details or occupants change, use the amendment service on TAMM, as noted earlier.
  • Moving out: before you leave, confirm that your utility accounts are closed and that the registration reflects the end of the lease, so a future dispute does not rest on an open record. Ask TAMM or the authority how cancellation is handled for your type of property.
  • Moving between emirates: a registered Abu Dhabi contract does not carry over to Dubai. In Dubai you need a new tenancy registration through Ejari.
