“How long do I have to live in the UAE before I can get a passport?” This is one of the most common questions expats ask, and the honest answer surprises most people: length of stay alone does not make an expat eligible, and there is no public application form that a resident can simply fill in. A Golden Visa, a Green Visa or 20 years in Dubai are all forms of residency. None of them is citizenship.
This guide explains the official framework in plain language, who can realistically be considered, and what residents should do instead if they want long-term security in the UAE.

The Official Legal Framework
UAE nationality is governed at federal level. The foundation is Federal Law No. 17 of 1972 on Nationality and Passports, which has been amended over the years, including by Federal Decree-Law No. 16 of 2017 and later amendments and executive regulations. The UAE Constitution places nationality, passports, residence and immigration within the exclusive jurisdiction of the Union.
Two principles run through the framework:
- Nationality mainly follows family lineage. It passes mainly through the father, with defined exceptions for children of Emirati mothers and certain other cases.
- Naturalisation is exceptional. It exists in the law, but it is a narrow, controlled path, and decisions are made by the leadership and competent authorities.

Who Can Be Considered for UAE Nationality?
The following categories appear in the publicly documented framework. Eligibility is not a guarantee of a grant.
1. Children of an Emirati father
Children of an Emirati father generally acquire nationality by descent. This is not naturalisation.
2. Children of an Emirati mother and a foreign father
Reforms have given children of Emirati mothers a defined route to apply for nationality once they reach a set age, subject to conditions. Commonly cited summaries say that an application can be made when the child reaches age six, but check the current executive regulation on ICP or u.ae for the exact age, evidence and conditions before relying on it.
3. Foreign spouses of Emirati citizens
The law contains provisions for the foreign spouse of an Emirati, with conditions that include the length and continuity of the marriage and, in some cases, children. The residence period and other conditions are set in the law and its regulations. Published guides give different figures, so confirm the current wording with ICP.
4. Long-term residents (naturalisation by residence)
The nationality law does include a naturalisation route that depends on long residence and other conditions such as good conduct, a lawful source of income and Arabic language ability. Published commentary mentions long residence periods that differ by nationality group. These periods are cited differently by different sources, and, importantly, meeting the written conditions does not create a right to citizenship. The decision remains with the authorities. 5. Exceptional categories by decision
A 2021 reform of the framework introduced the possibility of granting nationality to selected people of exceptional contribution, commonly described as investors, doctors, specialists, scientists, inventors, talented individuals and cultural figures, together with their families. Public descriptions note that this happens by nomination and decision of the competent authorities, not through an open application by the individual.
If you work in one of these fields and believe you may qualify, the realistic route is to build a record that a federal entity or Ruler’s Court would nominate. You cannot buy a place or apply through a consultancy, and anyone who promises a UAE passport for a fee should be treated with extreme caution.
Why Long Residence or a Golden Visa Does Not Lead to a Passport

- Different laws. Residence is under immigration and residence rules. Nationality is under the nationality law.
- Different authority. A residency approval is administrative. A nationality grant is a sovereign decision.
